Khagendra Sunar Challenges IGP: Take Me to Court if Claims Are Wrong

KATHMANDU- Rastriya Swatantra Party (RSP) lawmaker Khagendra Sunar has alleged that certain middlemen have taken control of police headquarters and said questions raised over the Inspector General of Police (IGP) must be investigated.

Speaking at a meeting of the Public Accounts Committee, Sunar asked whether documents sought within 15 days regarding alleged irregularities in the procurement of police resources and equipment had been received.

“We had sought documents within 15 days regarding irregularities in the procurement of police resources and equipment. Have they arrived or not? In the meantime, the police have invited tenders worth tens of millions. Certain middlemen have taken control of police headquarters. I stand by the questions I raised the other day. I stand firm,” he said.

Sunar challenged anyone who believed he had defamed them to file a case against him in court, saying he was prepared to answer from the witness stand.

He said disputes should not be conducted in a sovereign parliamentary committee by “putting one’s cap on the floor and engaging in a verbal duel.”

“If any of my colleagues feel that I have defamed them, the court is over there. Please go and file a case. I am ready to stand in the dock and answer,” Sunar said. “But one cannot come before a sovereign committee, put one’s cap on the floor and engage in a verbal duel. The government cannot be defamed.”

Sunar also alleged that activities carried out in the name of non-governmental organisations (NGOs) were disturbing social harmony and fuelling ethnic conflict and communalism.

“Activities are being carried out in the name of NGOs that disturb social harmony. Ethnic conflict is being fuelled. Communalism is being fuelled,” he said. “The state cannot approve and stamp something that says, ‘destabilise the country.’ Society cannot be destabilised in the name of caste or religion.”

“Those who want to change their surnames may do so, but the state cannot be destroyed by putting Dalits at the forefront. Money cannot be brought in English and used to sink Nepal in Nepali. Nor should anyone be allowed to destroy Nepal simply by properly submitting documents,” he added.

Sunar said budgets allocated in the name of Dalits and poor people should not be frozen.

He stressed that funds provided by the state or received through foreign assistance should reach their intended beneficiaries, alleging significant manipulation involving funds allocated in the name of Dalits and poor people.

“Budgets allocated in the name of Dalits and the poor should not be frozen anywhere. Whether provided by the state or received through foreign assistance, those funds must reach the intended places. There is significant manipulation taking place in the name of Dalits and the poor,” he said.

Sunar also questioned the effectiveness of foreign-assisted investment in physical infrastructure.

Citing Pokhara International Airport and Bhairahawa airport, he said infrastructure built with international assistance had not been operated effectively.

“What is happening with Pokhara airport when we talk about physical infrastructure? If airports are built with international assistance, Bhairahawa airport is constructed but planes do not fly, bus parks are built but buses do not run, then whose responsibility is that?” Sunar said. “We cannot continue like this while burdening the state with debt.”
